Introduction to the United Citizens DAO
The United Citizens Decentralized Autonomous Organization (United Citizens DAO or UNC-DAO) is the governing body responsible for enabling democratic participation across the IIA, WSA, and Nektar. Membership is open to any individual aged 15 and above, regardless of race, colour, gender, language, religion, or any other status. No prior knowledge of cryptocurrency, blockchain technology, or digital wallets is required to join.
The UNCgov token
The UNCgov token is the non-transferable decentralized identity and governance token issued to verified citizen members of the UNC-DAO. It is the key that connects holders to the NK5 ecosystem, enabling participation in on-chain governance and voting across NK5, the IIA, and the WSA.
The first UNCgov tokens will be issued to citizens who participate in the "Vote 4 the Host" campaign. Following the second campaign, "Election of the Managing Director" of the IIA, the UNCgov token will be fully integrated to enable participation in the governance of Nektar, the IIA, and the WSA.
Joining the DAO
Becoming a verified citizen member of the UNC-DAO takes under three minutes and is entirely free. You do not need an existing crypto wallet, a credit card, or any technical knowledge.
Step 1 — Create your account.
Visit the UNC-DAO portal and enter your email address. You will receive a six-digit one-time code. On confirming it, a secure digital wallet is created for you automatically in the background. This wallet is your permanent identity in the NK5 ecosystem. You can always recover it using your email address — no seed phrase or password to store.
Step 2 — Verify you are a real, unique person.
Choose one of two options:
(A) Scan your passport. Hold your biometric passport to your smartphone's NFC reader. A mathematical proof that you hold a valid, unique government document is generated entirely on your device in about eight seconds. Nothing from your passport is ever transmitted or stored — only the proof. Requires an NFC-capable smartphone and a biometric passport.
(B) Verify with World ID. Open the World App on your phone and scan the QR code displayed on screen. Your prior iris verification is confirmed privately in seconds. No new scan is required — your existing World ID is recognised. Requires a prior World ID orb registration.
Step 3 — Receive your UNCgov token.
Once your identity is verified, your UNCgov token is issued to your wallet automatically. You are now a verified citizen member of the UNC-DAO with full governance and voting rights across Nektar, the IIA, and the WSA.
Identity Verification and Privacy
The United Citizens DAO uses zero-knowledge proof technology for all identity verification. This means your identity is confirmed without your personal data ever being transmitted to a server, stored in a database, or recorded on a blockchain.
If you verify with your passport (Option A):
Your smartphone reads the chip embedded in your biometric passport and immediately converts that data into a cryptographic proof on your device. Only the proof is sent to the blockchain — not your name, nationality, date of birth, document number, or any other personal detail. Your passport information never leaves your phone. No person, server, or institution can extract your personal identity from the proof.
If you verify with World ID (Option B):
Your iris biometric is processed entirely within the World App on your own device. What is recorded on the blockchain is a cryptographic commitment — a one-way mathematical representation that confirms you are a unique human without preserving or revealing your biometric. Your iris image is not stored anywhere, by anyone, at any point in the process.
Your ongoing privacy in the DAO:
All your activity within the UNC-DAO — your votes, governance decisions, survey responses, and proposals — is linked to your wallet address, not to your real-world identity. Your wallet address is a pseudonymous identifier: it confirms you are a verified citizen without disclosing who you are. Only you hold the connection between your email address and your wallet. The UNC-DAO, the IIA, the WSA, and Nektar interact with verified citizens, not with identifiable individuals.
Your UNCgov token stores no personal information. It is a cryptographic proof of verified, unique citizenship — and nothing more.

Your UNCgov token doesn’t store your personal details. It allows you to connect to the Nektar systems but all your actions are linked to your EVM wallet address rather than your real-world identity, which is crucial for maintaining your privacy when you take surveys, polls and when you vote.

The board of the UNC-DAO will be the governing body who will have the overall responsibility for the UNC-DAO, as well as compliance with its purpose — all in accordance with the mechanism for governance and distribution of assets. Until the jurisdiction of the UNC-DAO confirmed, the Group of Wallets allocated to the UNC-DAO will be held in Trust.
